Open source offers superior, secure and sustainable solutions, but is still too rarely used in public administration. Why? Because the importance of lobbying, narratives and targeted influence has been underestimated. This keynote speech calls for a cultural change: we must not only build, but also actively convince – in committees, budget rounds and industry associations. This requires clear messages, strategic communication, robust business cases and alliances with government, science and industry. The goal: to make open source the standard in government, rather than just a ‘nice to have’.
Jutta Horstmann ist Informatikerin, Unternehmerin und Open Source-Expertin.
